I need help to write parameter regardless weight base of postal code and Zip code:your help will be greatly appreciated

1- 1-3 day shipping service ( Canada)
2- Canada_Area =="V";
3- price for shipping for one item $10.00 and add $3.00 extra same item and $6.00 extra for different Item and also add $3.00 extra
for example
one item=$10.00 and extra 3.00 for same item
if customer got total 4 same item= total= $19.00
and customer got 5th item( different) shipping = $6.00
also customer got 2 of 5 item= $3.00 extra
calculation=
$19 ( 10+9) + $9 ( 6+3)= $28.00
