You mean using the "List Order" to sort the available shipping methods in the selection page in the cart? Yes, I totally agree, but that's a VirtueMart bug that it didn't respect the List Order. I sent a patch to Milbo, so it will probably appear in some future VM version.

Okay, I have now talked to the VM developers. The sorting of the shipping and payment methods in the cart is determined not by the List Order, but by the plugin order in the Joomla plugin setup. The List Order is only used to sort different methods from the same plugin. So if you use multiple methods of the shipping by rules plugin, then you can use the list order to sort them, but if the plugin comes after e.g. the PayPal plugin in Joomla's plugin setup, then a PayPal method will always be shown before the shipping by rules method. To change it, you need to go to Joomla's plugin manager and change the ordering of the vmshipment plugins there...
